Rules that cannot be found are rules that cannot be enforced. Every document that governs the register belongs on this page, dated, with the version that superseded it kept alongside.

Each one dated
Every document should carry the date it took effect and the date it was last amended, and superseded versions should stay available rather than disappearing. When a dispute reaches the board, the first question is always which version of the rule applied at the time.
